Directorate of Government Support and Infrastructure Financing Management in joint cooperation with PT Sarana Multi Infrastruktur (Persero) and PT Penjaminan Infrastruktur Indonesia (Persero) held a Focus Group Discussion themed “Debottlenecking Strategic Issues for Preparing Hospital PPP Projects” on February 7, 2019 at PT Sarana Multi Infrastruktur (Persero)’s Head Office. Among the attendees for this FGD were the Government Contracting Agency (GCA) and PPP Team for PPP projects in Health sector especially in Hospital, including Krian Regional General Hospital, dr. Pirngadi Regional General Hospital of Medan, University-owned Hospital of Sam Ratulangi, Dharmais Cancer Hospital, dr. Zainoel Abidin Regional General Hospital, and dr. Hasri Ainun Habibie Regional General Hospital.
The objective of this FGD was to identify the obstacles faced in hospital PPP projects such as permit issue from the Regional DPR, limited fiscal capacity, and also hospital organizational structure. After the identifying process, the discussion formulated the recommended steps required to solve the obstacles (debottlenecking) in hospital PPP projects.
The FGD was opened with an opening remark from Mr. Freddy Saragih as the Director of Government Support and Infrastructure Financing Management of Ministry of Finance. In his remark, Mr. Saragih stated that GCA do not have to worry and feel discouraged regarding the obstacles in the projects, and motivated the GCA to see them as opportunities.
The FGD was divided into three main sessions, each of which addressed one subject matter. The first session focused on licensing, legal aspects and institutional projects of hospital PPP. The second session was about preparing the hospital PPP project. While the third session was about the return scheme for hospital PPP investment projects.
Meanwhile, the Ministry of Finance itself has attempted to encourage the implementation of PPP schemes in the health sector through the provision of project preparation facilities and transaction assistance to a number of hospital PPP projects, including Krian Regional General Hospital, dr. Pirngadi Regional General Hospital of Medan, University-owned Hospital of Sam Ratulangi, Dharmais Cancer Hospital, and dr. Zainoel Abidin Regional General Hospital.
With the implementation of the Focus Group Discussion themed “Debottlenecking Strategic Issues for Preparing Hospital PPP Projects,” it is expected to foster optimism among the GCA and encourage us to continue to drive the successful implementation of hospital PPP in Indonesia. In addition, relevant parties in the Government’s environment in particular, are expected to be able to support the implementation of hospital PPP projects in accordance with their authorities as well as legislation.
