In the beginning of 2017, there were 5 projects that have passed the Outline Business Case (OBC) stage and are ready to enter the next stages. The Directorate of Government Support and Infrastructure Financing Management (DGSIFM) as the unit under the Ministry of Finance that assists the Government Contracting Agencies (GCAs) to get government facilities and support, held a series of workshop in order to support the GCAs to understand the next phases better. These workshops aimed to be a forum where GCAs can interact directly with DGSIFM in order to make the communication take place in both directions. This workshop series was also expected to strengthen the sense of ownership in GCAs about projects that they handled as well as to confirm DGSIFM role in assisting the implementation of Public Private Partnership (PPP) project in Indonesia.
Submitting Project Development Facility (PDF) Proposal Process became the topic for the first series of workshops that began in February this year. Three workshops that discussed this topic have also been held in Medan (on February 2, 2017), Jakarta (on February 9, 2017), and Papua (on February 16, 2017). In early March, the similar event was held in Pekanbaru, dedicated for the Water Supply Development System Pekanbaru.
The forth workshop that was held on Thursday, March 9, 2017 also aimed to support the implementation of PPP scheme for infrastructure provision in Indonesia, where PDF is one of the important factors in the scheme. The material that was delivered during the workshop talked about the steps and important factors that are needed, such as the technical studies on the project, the relevance of the project scope, and the urgency level of the project and its relation with the Indonesia’s Medium-Term Development Plan 2015-2017.
At the workshop, Director of PDAM Pekanbaru as the GCA for Water Supply Development System Pekanbaru obtained the explanation as well as simulation about the PDF from the representative of DGSIFM. The Director of Infrastructure Planning (BKPM) also attended the full day event that started at 9AM.
